1983年に西ドイツのバンド、ネーナが発表した曲です。
元々はドイツ語で発売されましたが、これがアメリカを始め世界的に大ヒット。ドイツ語歌詞としては、米ビルボード・チャートで2位まで登り詰めた曲として、貴重な一曲となりました。
後に英語歌詞でも発売されましたが、こちらはヒットならず。バンドメンバーも英語訳では本来の意図が伝わらないと、不満を抱いていたそうです。
歌詞はバンドのギタリスト、カルロ・カーゲスがローリング・ストーンズのライブで飛ばされた風船と、1973年にラスベガスの新聞で見た、高校生たちによる『99個の風船をUFOに見立てて飛ばした悪戯』の記事から着想を得たそうです。

軽快で覚えやすい曲調と「Ninety-nine Red Balloons」と繰り返す歌詞から、楽しい内容かなと思う方も居られますが、ご覧の通り反戦を歌っている曲です。ドイツ語は分かりませんが、英語でも十分、戦争の虚しさが伝わってきます。
少し調べましたところ、英語版の歌詞はドイツ語版より政治的な掛け合いに重点を置いているようです。ぜひドイツ語版も調べてみてください。
